The Secretary can supply utilities, like water or electricity, to businesses and other users working inside national parks. Those users pay the Service back, and that money goes into the current park budget.
To help run the System*, the Secretary* may provide all kinds of utility services — under whatever terms the Secretary thinks are wise — to concessioners, contractors, permit holders, or other users within the System. The users pay the Service* back for the cost of the utilities. That reimbursement money can be credited to whatever appropriation is current when the Service receives it.
To facilitate the administration of the System*, the Secretary*, under such terms and conditions as the Secretary considers advisable, may furnish, on a reimbursement of appropriation basis, all types of utility services to concessioners, contractors, permittees, or other users of the services, within the System. The reimbursements for cost of the services may be credited to the appropriation current at the time reimbursements are received.
