Congress declares that present and future Americans should have adequate outdoor recreation resources. It also calls for coordinated government and private action to conserve, develop, and use those resources without reducing the powers and functions of those actors.
Congress finds and declares that it is desirable—
(1) to assure all Americans of the present and future generations adequate outdoor recreation resources; and
(2) for all levels of government and private interests to act promptly and together, as far as practicable without diminishing or affecting their powers and functions, to conserve, develop, and use those resources for Americans’ benefit and enjoyment.
Congress finds and declares it is desirable—
that all American people of present and future generations be assured adequate outdoor recreation resources; and
for all levels of government and private interests to take prompt and coordinated action to the extent practicable without diminishing or affecting their respective powers and functions to conserve, develop, and utilize those resources for the benefit and enjoyment of the American people.
