No federal officer or agency can force the Council to get its legislative recommendations, testimony, or comments approved before sending them to Congress. If the Council voluntarily seeks such review anyway, it must disclose that when it reports to Congress.
No U.S. officer or agency* can require the Council* to send its legislative recommendations, testimony, or comments on legislation to that officer or agency for approval, comment, or review before the Council sends them to Congress. But if the Council chooses on its own to get comments or a review from a U.S. officer or agency, the Council must describe that step when it sends its recommendations, testimony, or comments to Congress.
No officer or agency* of the United States shall have any authority to require the Council* to submit its legislative recommendations, or testimony, or comments on legislation to any officer or agency of the United States for approval, comments, or review, prior to the submission of the recommendations, testimony, or comments to Congress. When the Council voluntarily seeks to obtain the comments or review of any officer or agency of the United States, the Council shall include a description of the actions in its legislative recommendations, testimony, or comments on legislation that it transmits to Congress.
