This chapter does not let the Secretary require or change the management or use of private property without the owner’s written consent. It also does not prevent grant conditions about private-property management or create a new regulatory burden.
Nothing in this chapter (1) authorizes the Secretary* to require or affect the management or use of private property without the private property owner’s written consent; (2) prohibits the Secretary from giving land-management guidance or requirements about private property as a condition of a grant under this chapter to the owner; or (3) may be read as creating a new regulatory burden on any Federal, State, Tribal, or private entity.
Nothing in this chapter—
authorizes the Secretary* to require or affect the management or use of private property without the written consent of the owner of the private property;
prohibits the Secretary from providing land management guidance or requirements relating to private property as a condition of a grant provided to the owner of the private property under this chapter; or
shall be construed as creating any new regulatory burden on any Federal, State, Tribal, or private entity.
