A community, tribal area, or neighborhood seeking Preserve America Community designation must apply to the Council and meet the Chairman’s criteria. Those criteria must consider heritage protection, economic development and revitalization using historic assets, and public education and heritage tourism; previously certified local governments get an expedited process.
(a) Application. A community, tribal area, or neighborhood seeking Preserve America Community designation must submit to the Council* an application containing information the Council requires.
(b) Criteria. The Chairman of the Council, consulting with the Secretary*, determines the required criteria. An applicant must meet those criteria and must also consider (1) protecting and celebrating its heritage; (2) using its historic assets for economic development and community revitalization; and (3) encouraging people to experience and appreciate local historic resources through education and heritage-tourism programs.
(c) Local Governments Previously Certified for Historic Preservation Activities. The Council must create an expedited designation process for local governments previously certified for historic preservation activities under section 302502.
(d) Guidelines. The Chairman, consulting with the Secretary, must establish guidelines needed to carry out this section.
To be considered for designation as a Preserve America Community, a community, tribal area, or neighborhood shall submit to the Council* an application containing such information as the Council may require.
To be designated as a Preserve America Community under the program*, a community, tribal area, or neighborhood that submits an application under subsection (a) shall, as determined by the Chairman of the Council, in consultation with the Secretary*, meet criteria required by the Chairman of the Council and, in addition, consider—
protection and celebration of the heritage of the community, tribal area, or neighborhood;
use of the historic assets of the community, tribal area, or neighborhood for economic development and community revitalization; and
encouragement of people to experience and appreciate local historic resources through education and heritage tourism* programs.
The Council shall establish an expedited process for Preserve America Community designation for local governments previously certified for historic preservation activities under section 302502 of this title.
The Chairman of the Council, in consultation with the Secretary, shall establish any guidelines that are necessary to carry out this section.
