6 U.S.C. § 124j — Rural Policing Institute

(a) In general. The Secretary must establish a Rural Policing Institute, administered by the Federal Law Enforcement Training Center, to give focused training to law enforcement agencies and other emergency response providers in rural areas. Through the Institute, the Secretary must: evaluate the needs of law enforcement agencies and emergency response providers in rural areas; develop expert training programs to address needs identified in that evaluation, including training on intelligence-led policing and on protecting privacy, civil rights, and civil liberties; provide those training programs to rural law enforcement agencies and emergency response providers; and conduct outreach so local and tribal governments in rural areas know about the training programs and can use them. (b) Curricula. The Institute's training must meet two conditions. First, it must be configured so it does not duplicate or displace any law enforcement or emergency response program that the Federal Law Enforcement Training Center or a local or tribal government entity already had in existence as of August 3, 2007. Second, to the maximum extent practicable, it must be delivered in a cost-effective manner — at Department facilities, on closed military installations with adequate training facilities, or at facilities operated by the participants themselves. (c) Definition. This section defines "rural" as an area that is not located in a metropolitan statistical area, as defined by the Office of Management and Budget. (d) Authorization of appropriations. Congress authorized money to carry out this section, including for contracts, staff, and equipment: $10,000,000 for fiscal year 2008, and $5,000,000 for each fiscal year from 2009 through 2013.
