6 U.S.C. § 190 — Transfer of Plum Island Animal Disease Center, Department of Agriculture

(a) In general: The Secretary of Agriculture must transfer the Plum Island Animal Disease Center — including its assets and liabilities — to the Secretary of Homeland Security. (b) Continued Department of Agriculture access: Once the transfer is done, the two Secretaries must agree on a way for the Department of Agriculture to keep doing research, diagnostics, and other work at the Center. (c) Direction of activities: The Secretary of Agriculture keeps directing the Department of Agriculture's research, diagnostic, and other work at the Center, as described in (b). (d) Notification: (1) In general: At least 180 days before any change to the Center's biosafety level, the President must tell Congress about the change and explain why. (2) Limitation: That kind of change cannot happen sooner than 180 days after the transition period, defined in section 541, ends.
