6 U.S.C. § 273 — Professional responsibility and quality review

(a) In general: The Director of the Bureau of Citizenship and Immigration Services has three jobs. First, the Director must investigate reports of misconduct, corruption, and fraud by Bureau employees — but only claims that are not criminal and that the Department's Inspector General is not already investigating. Second, the Director must inspect how the Bureau operates and judge the quality of its work, both as a whole and for each of its parts. Third, the Director must analyze how well the Bureau is managed. (b) Special considerations: When the Director judges the quality of one specific Bureau decision under (a)(2), the Director must look at three things: whether the facts found and the law applied to reach that decision were accurate; whether any fraud or misrepresentation was connected to the decision; and how efficiently the decision was made.
