6 U.S.C. § 352 — Annual employee award program

(a) The Secretary of Homeland Security may set up a yearly award program to recognize Department employees, or groups of them, for major contributions to the Department's goals. If the Secretary creates this program, the Secretary must: (1) set up award categories with specific criteria, focused on honoring non-supervisory employees; (2) publicize within the Department how employees can be nominated; (3) create an internal review board -- with people from Department components, headquarters, and the field -- to recommend award recipients; (4) choose winners from the board's nominees and hold a ceremony where the Secretary presents the awards; and (5) publicize the program throughout the Department. (b) When doing its job under (a)(3), the review board must consult with people from operational components and headquarters -- both supervisors and non-supervisors -- and with employee labor unions. (c) Nothing in this section authorizes extra funding to run the program, or requires the Secretary to give cash bonuses to award winners.
