6 U.S.C. § 923 — Random searches of containers

No later than one year after October 13, 2006, the Secretary^*, acting through the Commissioner, must develop and put into operation a plan using best practices for empirical scientific research design and random sampling. The plan must conduct random searches of containers in addition to any targeted or preshipment inspection required by law or regulation, or conducted under another Secretary program. Implementing the random-sampling plan does not prevent additional searches of containers that the plan did not inspect. This section does not define “best practices,” “random sampling,” or “targeted inspection.”
