Congress authorized specified amounts for agricultural marketing research and services, plus later amounts Congress considers necessary. The Secretary may allot funds to qualified State agencies for cooperative projects subject to matching and anti-duplication rules.

(a) For agricultural research and service work involving preparation for market, processing, packaging, handling, storage, transport, distribution, and marketing, Congress authorized: (1) $2.5 million for the fiscal year ending June 30, 1947, and each later fiscal year; (2) another $2.5 million for the year ending June 30, 1948, and each later year; (3) another $5 million for the year ending June 30, 1949, and each later year; (4) another $5 million for the year ending June 30, 1950, and each later year; (5) another $5 million for the year ending June 30, 1951, and each later year; and (6) beginning with the year ending June 30, 1952, whatever additional funds Congress considers necessary. These appropriations supplement, rather than replace, Agriculture Department funds otherwise available.
(b) The Agriculture Secretary may allot appropriate amounts to State agriculture departments, market bureaus or departments, agricultural experiment stations, and other suitable State agencies for cooperative marketing-service and research projects. A State agency cannot receive an allotment or payment for a fiscal year greater than the amount it provides from its own funds for the research. Those required State funds must be in addition to funds already available for marketing services and research. Allotments must go to the agency or agencies best qualified for the project, under cooperative agreements that prevent duplicate or overlapping work within participating States. If duplication or overlap later occurs, the Secretary may and must withhold unspent project balances despite prior approval.
