The Secretary may use local-currency payments received under certain older agreements as provided by the older version of section 1708.
Local currency payments received by the United States pursuant to agreements entered into under subchapter II (as in effect on November 27, 1990 ) may be used by the Secretary* in accordance with section 1708 of this title (as in effect on November 27, 1990 ).
