Congress finds that the Secretary of Agriculture’s authority to make and insure loans to farmers and ranchers should be revised and combined. Congress states that the goal is more effective credit services for those farmers and ranchers.
Congress finds that the statutory authority of the Secretary of Agriculture—called the “Secretary” in this chapter—to make and insure loans to farmers and ranchers should be revised and consolidated so that farmers receive more effective credit services.
The Congress finds that the statutory authority of the Secretary of Agriculture, hereinafter referred to in this chapter as the “Secretary,” for making and insuring loans to farmers and ranchers should be revised and consolidated to provide for more effective credit services to farmers.
