7 U.S.C. § 2026a — Healthy fluid milk incentives projects
submitted 8 years ago by Pub. L. 115-334 to r/title-7-AGRICULTURE · 608 words · no verdicts yet
This section defines fluid milk and directs the Secretary of Agriculture to test incentives for SNAP households to buy it. It also sets grant, evaluation, reporting, public-sharing, and funding rules.
(a) Definition. This section does not otherwise define the term ‘fluid milk’; it says the term means every variety of pasteurized cow’s milk that has no flavoring or sweeteners, follows the latest dietary recommendations, is packaged as a liquid, and has vitamins A and D at levels consistent with Food and Drug Administration, State, and local fluid-milk standards.
(b) Projects. The Secretary must run healthy-fluid-milk incentive projects, on appropriate terms, to develop and test ways to increase SNAP households’ purchase and consumption of fluid milk by giving an incentive at the point of purchase when household members buy food with SNAP benefits.
(c) Grants and cooperative agreements. (1) The Secretary must competitively make cooperative agreements with, or grants to, government entities or nonprofit organizations for projects meeting this subsection’s purpose and criteria. (2) An applicant must submit the information the Secretary requires. (3) Applications must be judged under publicly distributed criteria containing a science-based strategy designed to improve diet quality and nutrition by increasing participating SNAP households’ fluid-milk purchases. (4) Funds may not support a project that limits use of Food and Nutrition Act benefits.
(d) Evaluation and reporting. (1) The Secretary must arrange an independent evaluation, as far as practicable, measuring health and nutrition effects. It must use rigorous methods, especially random assignment or another scientifically valid method for identifying effective activities. The Secretary may spend no more than 7 percent of section funds on evaluation. (2) By December 31, 2020, and every two years afterward, the Secretary must report to the two Agriculture committees on each project’s status and completed evaluation results not previously reported, including practicable health and nutrition effects on participating households. (3) Evaluation results must also be shared publicly to encourage broad use of successful strategies.
(e) Funding. Congress authorized $20 million, available until spent, to carry out the projects and evaluate them. Only money appropriated in advance specifically for this section may be used for it.
