7 U.S.C. § 2104 — Finding and issuance of orders

After the required notice and hearing, the Secretary must issue an order if the evidence supports the required finding. The Secretary must state that finding and the order’s terms and conditions in the order.
After notice and opportunity for hearing as provided in section 2103 of this title, the Secretary* must issue an order if he finds, and sets forth in that order, upon the evidence introduced at that hearing, that the issuance of that order and all the terms and conditions of it will tend to carry out the declared policy of this chapter.
