There is hereby authorized to be appropriated out of any money in the Treasury not otherwise appropriated such funds as are necessary to carry out the provisions of this chapter. The funds so appropriated must not be available for the payment of the expenses or expenditures of the Cotton* Board in administering any provisions of any order issued under the terms of this chapter.
