This section requires the Secretary of Agriculture to make an annual written report to the President. It also requires special reports when the President, either House of Congress, or the Secretary calls for one.
The Secretary of Agriculture must annually make a general report in writing of his acts to the President, in which he may recommend the publication of papers forming parts of or accompanying his report. He must also make special reports on particular subjects whenever required to do so by the President or either House of Congress, or when he must think the subject in his charge requires it.
