7 U.S.C. § 243Imposition and collection of fees

submitted 110 years ago by Pub. L. 106-472 to r/title-7-AGRICULTURE · 174 words · no verdicts yet

in plain englishAI-generated · not legal advice

The Secretary can charge fees to people covered by this law to pay for running it. The Secretary sets the fee rates and keeps the money to cover those exact costs, without needing yearly approval. The Secretary must also try to keep fees low and report on that effort each year.

(a) In general. The Secretary must charge fees to people and businesses covered by this chapter. These fees pay for the cost of running the programs in this chapter. (b) Rates. The Secretary decides how high the fees are. (c) Treatment of fees. All fees collected go into the account that pays for the costs they cover. The Secretary can spend this money without asking Congress for a new appropriation, and the money doesn't expire at the end of the fiscal year. (d) Interest. The Secretary can put the collected fees into an account that earns interest. Any interest earned also goes into the same account described in subsection (c). (e) Efficiencies and cost effectiveness. (1) In general. The Secretary must try to keep fees as low as possible. This means working more efficiently and cutting costs, including using staff efficiently, as long as doing so still lets the chapter be carried out effectively. (2) Report. Each year, the Secretary must publish a report describing what the Secretary did to keep fees low.
