The Secretary may issue regulations that have the force and effect of law. The regulations must be needed to carry out this chapter and the powers it gives the Secretary.
The Secretary* is authorized to make regulations with force and effect of law, as can be necessary to carry out the provisions of this chapter and the powers vested in him by this chapter.
