7 U.S.C. § 3129 — Accountability

(a) Review of information technology systems. The Secretary^* must comprehensively review state^*-of-the-art information-technology systems available for developing the system required by subsection (b).

(b) Monitoring and evaluation system. The Secretary must develop and operate a system for monitoring and evaluating agricultural research^* and extension^* activities conducted or supported by the Department of Agriculture^*. The system must let the Secretary measure the impact and effectiveness of research, extension, and education^* programs according to priorities, goals, and requirements established by law. In developing it, the Secretary must include information-transfer technologies that improve public access to research information.

(c) Consistency with other requirements. The Secretary must develop and operate the system consistently with the Government Performance and Results Act of 1993 and its amendments.

(d) Authorization of appropriations. Congress may appropriate whatever amounts are necessary to carry out this section.
