Congress can change this law whenever it wants. It may amend, pause, or completely cancel any part of sections 361a through 361i. Nothing in the law stops Congress from doing this.
This section reminds everyone that Congress keeps full control over this law.
Congress may, at any time, amend (change), suspend (pause), or repeal (cancel) any or all of the provisions found in sections 361a through 361i. This means none of the funding promises or rules in those sections are permanent — Congress can revise or end them whenever it decides to.
The Congress may at any time, amend, suspend, or repeal any or all of the provisions of sections 361a to 361i of this title.
