This section encourages the Secretary to help governments and nonprofit organizations create programs or policies that limit the conversion of productive farmland to nonagricultural uses.
The Secretary* is encouraged to provide technical assistance to any State* or local-government unit, or any nonprofit organization, that the Secretary determines wants to develop programs or policies limiting the conversion of productive farmland* to nonagricultural uses.
