in plain englishAI-generated · not legal advice

A government division helps farm groups that market products together, called cooperatives. It studies and shares information about how cooperatives work and organize. It also advises groups thinking about starting a cooperative.

(a) The division helps associations of farm producers, and their federations and subsidiaries, that jointly market agricultural products. This covers cooperative work like processing, warehousing, manufacturing, storage, buying farm supplies together, credit, financing, insurance, and other cooperative activities. (b) The division may: (1) Gather, study, and share economic, statistical, and historical information about how cooperative associations in the U.S. and other countries are organized and run. (2) Study the economic, legal, financial, social, and other sides of cooperation, and publish what it finds — including analysis of how cooperatives are organized and their financial and sales problems. (3) If it decides to, review the accounts and business practices of cooperative associations that request it; report the results back to that association; and, with that association's consent, publish a summary of the results — along with similar facts — to guide other cooperatives and help them improve their business and market analysis. (4) If it decides to, meet with and advise producers who may want to form a cooperative, and study the economics of producing and marketing whatever product the new cooperative would handle. (5) Collect information from any available source about crop outlooks, supply, demand, current receipts, exports, imports, and prices for products that cooperatives handle or market. It can hire qualified marketing specialists to summarize and study this information and share it with cooperatives and others. (6) Promote knowledge of cooperative principles and practices, working with schools, marketing agencies, cooperative associations, and others to spread that knowledge. (7) Conduct special studies, in the U.S. and other countries, and gather and share information and findings that could help develop and practice cooperation.
