7 U.S.C. § 5404 — Good Neighbor Environmental Board

(a) Establishment. The President must establish an advisory board called the Good Neighbor Environmental Board, or “Board.”
(b) Purpose. The Board advises the President and Congress about the need for environmental and infrastructure projects, including projects affecting agriculture, rural development, and human nutrition, in the United States States that border Mexico. The goal is to improve the quality of life for people on the United States side of the border.
(c) Membership. The Board consists of (1) United States Government representatives, including one from Agriculture and representatives of other appropriate agencies; (2) representatives of Arizona, California, New Mexico, and Texas; and (3) representatives of private organizations, including community-development, academic, health, environmental, and other nongovernmental organizations with experience and expertise in southwest-border environmental and infrastructure problems.
(d) Annual reports.
(1) The Board must send the President and Congress an annual report describing (A) the projects described in subsection (a) that were implemented, and (B) the need for additional projects.
(2) At least 14 days before submitting the report, the Board must give every member a copy. Each member then has 14 days to prepare and submit supplemental views about the Board’s recommendations for inclusion in the report.
