7 U.S.C. § 5679 — Biotechnology and agricultural trade program

(a) A biotechnology and agricultural trade program is established in the Department. (b) It uses grants for public-private projects to remove, resolve, or reduce major regulatory non-tariff barriers to exporting United States^* agricultural commodities into foreign markets. Grants address (1) quick responses to barriers involving (A) biotechnology or new production technology, (B) food safety, (C) disease, or (D) other sanitary or phytosanitary concerns, and (2) protocols for bilateral negotiations about animal health, grain quality, and genetically modified commodities. (c) As needed, the Secretary^* may carry out the activities through this section, the emerging markets program, or the Cochran Fellowship Program. (d) Congress authorizes $2,000,000 for each fiscal year 2019 through 2023.
