7 U.S.C. § 5943 — Rice research

(a) Regional and national research programs. Under its rules, the Agriculture Secretary may conduct regional and national rice research programs to: (1) reduce fertilizer and herbicide use beyond production needs; (2) develop rice varieties more able to use fertilizer completely; (3) improve disease resistance and rice plants’ conservation and environmental qualities; (4) increase use of rice and processing byproducts; (5) develop better rice production and conservation practices; (6) develop more efficient storage; (7) improve domestic and international marketing; and (8) benefit the general welfare. (b) Services and priority. In carrying out the program, the Secretary must use appropriate federal, State, local-government, and private technical and related services, giving priority consideration to land-grant universities, State experiment stations, and other higher agricultural institutions. (c) Funding restriction. Up to $1,000,000 may be appropriated for this section through September 30, 1976. No authorized funds may be used for advertising or promotion.
