7 U.S.C. § 7720 — National plan for control and management of Sudden Oak Death

(a) Development of national plan: If funds are appropriated for this purpose, the Secretary of Agriculture, through the Animal and Plant Health Inspection Service, must develop a national plan to control and manage Sudden Oak Death, a forest disease caused by the pathogen Phytophthora ramorum. (b) Plan elements: The plan must specifically address (1) what USDA has learned from identifying hosts of the pathogen and surveying how widespread the disease is in the U.S.; (2) past and current efforts to understand the risk and results of research, control, quarantine, and hazardous-fuel-reduction efforts; and (3) future efforts the Secretary thinks are needed, including cost estimates. (c) Consultation: The Secretary must develop the plan together with other federal agencies with relevant expertise. (d) Implementation of plan: The Secretary must finish the plan and start carrying it out as soon as practical after money is first appropriated under (e). (e) Authorization of appropriations: Congress may appropriate whatever amount is necessary to carry out this section.
