7 U.S.C. § 7983 — Study of national dairy policy

(a) The Secretary^* of Agriculture must make a broad economic evaluation of the possible direct and indirect effects of the parts of national dairy policy. The evaluation must examine effects on (1) farm price stability, profitability, viability, and United States rural economies; (2) child, senior, and low-income nutrition programs, including effects on participating schools and institutions, recipients, and other factors; and (3) wholesale and retail fluid-milk costs, dairy farms, and milk use. (b) Within 1 year after May 13, 2002, the Secretary must report the study's results to the House Agriculture Committee and the Senate Agriculture, Nutrition, and Forestry Committee. (c) “National dairy policy” means United States dairy policy shown by (1) Federal milk marketing orders under section 608c; (2) interstate dairy compacts, including the proposed compacts in H.R. 1827 and S. 1157 as introduced in the 107th Congress; (3) over-order premiums and State^* pricing programs; (4) direct payments to milk producers; (5) the Federal milk price-support program under section 7981; and (6) milk and dairy-product export programs, such as the dairy export incentive program under section 713a–14 of title 15.
