7 U.S.C. § 79d — Limitation on administrative and supervisory costs

For each year from 1989 through 2025, the government cannot spend more than 30% of the total cost of these activities on administration and supervision. This cap does not count spending on standardization, compliance, or foreign monitoring work. It limits overhead, not the program's total budget.
The total administrative and supervisory costs which may be incurred under this chapter for services performed (excluding standardization, compliance, and foreign monitoring activities) for each of the fiscal years 1989 through 2025 1 shall not exceed 30 percent of the total costs for such activities carried out by the Secretary* for such year.
