7 U.S.C. § 8106 — Biodiesel fuel education program

The Secretary of Agriculture can give competitive grants to educate vehicle fleet operators and the public about the benefits of biodiesel fuel. Eligible recipients must be nonprofits or colleges with real biodiesel knowledge and experience running education programs. Congress authorized $2 million a year for this program from 2019 through 2023.
(a) The Secretary* must make competitive grants, under terms the Secretary sets, to eligible entities that will educate government and private vehicle-fleet operators, other interested groups the Secretary identifies, and the public about the benefits of using biodiesel fuel.
(b) To receive a grant, an entity must be a nonprofit organization or a college or university, must have demonstrated knowledge of biodiesel fuel production, use, or distribution, and must have demonstrated the ability to run educational and technical-support programs.
(c) The Secretary must consult with the Secretary of Energy while carrying out this section.
(d) Congress is authorized to appropriate $2,000,000 a year for this program for fiscal years 2019 through 2023.
The Secretary* shall, under such terms and conditions as the Secretary determines to be appropriate, make competitive grants to eligible entities to educate governmental and private entities that operate vehicle fleets, other interested entities (as determined by the Secretary), and the public about the benefits of biodiesel fuel use.
To receive a grant under subsection (b), an entity shall—
be a nonprofit organization or institution of higher education*;
have demonstrated knowledge of biodiesel fuel production, use, or distribution; and
have demonstrated the ability to conduct educational and technical support programs.
In carrying out this section, the Secretary shall consult with the Secretary of Energy.
There is authorized to be appropriated to carry out this section $2,000,000 for each of fiscal years 2019 through 2023.
