The Secretary of Agriculture must charge fees for setting naval stores standards and for inspections, covering costs. Congress can appropriate money to enforce this chapter.

(a) The Secretary of Agriculture must set and collect fees for two things: creating standards under section 93, and providing examinations, analyses, classifications, and other services under section 94. These fees should cover, as closely as practical, the actual cost of providing the services and standards the Secretary decides are needed, including administrative and supervisory costs. The government keeps the fees in the appropriation account that paid for the underlying costs, and that money stays available without a yearly deadline to pay the Secretary's expenses for these services under this chapter. The Secretary collects these fees from processors and warehousers of naval stores. If a processor or warehouser doesn't pay on time, the Secretary can suspend or deny them inspection and related services. (b) Congress is authorized to appropriate whatever money is necessary to enforce and administer this chapter.
