8 U.S.C. § 1184a — Philippine Traders as nonimmigrants

Under a reciprocal agreement between the President of the United States and the President of the Philippines, certain Philippine nationals and their accompanying or joining family members may qualify as nonimmigrants. They must otherwise qualify for a visa, be admissible under the Immigration and Nationality Act, and enter only for the purposes listed in section 101(a)(15)(E)(i) or (ii) of that Act.
If the President of the United States and the President of the Philippines have secured reciprocity through an agreement, a national of the Philippines may be treated as eligible for nonimmigrant classification under section 101(a)(15)(E) of the Immigration and Nationality Act [8 U.S.C. 1101 et seq.]. The same applies to the national’s spouse and children if they accompany the national or follow later to join the national. Each person must otherwise qualify for a visa, otherwise be admissible to the United States under that Act, and enter solely for the purposes specified in section 101(a)(15)(E)(i) or (ii).
Upon a basis of reciprocity secured by agreement entered into by the President of the United States and the President of the Philippines, a national of the Philippines, and the spouse and children of any such national if accompanying or following to join him, may, if otherwise eligible for a visa and if otherwise admissible into the United States under the Immigration and Nationality Act [8 U.S.C. 1101 et seq.] (66 Stat. 163), be considered to be classifiable as a nonimmigrant under section 101(a)(15)(E) of said Act if entering solely for the purposes specified in subsection (i) or (ii) of said section.
