The President must send Congress a comprehensive report on immigration's impacts every three years on the schedule stated in the section. The report must give counts, estimates, impact descriptions, historical information, and projections, and may include recommendations.

(a) Triennial report. The President must send Congress a comprehensive immigration-impact report by January 1, 1989, and by January 1 of every third year after that. This section does not define “immigration-impact report.“ (b) Details in each report. Each report must include—(1) the number and classification of aliens admitted during the relevant period, including those admitted as immediate relatives, special immigrants, refugees, under preference classifications, or as nonimmigrants; and the number paroled or granted asylum; (2) a reasonable estimate of the number of aliens who entered the United States during the period without visas or became deportable during the period under section 237 of the Immigration and Nationality Act (8 U.S.C. 1227); and (3) a description of how admitting and otherwise bringing immigrants, refugees, asylees, and parolees into the United States during the period affected the economy; labor and housing markets; education; social services; foreign policy; environmental quality and resources; the rate, size, and distribution of United States population growth; and particular States and local government units facing high rates of immigration resettlement. This section does not define “alien,“ “immediate relative,“ “special immigrant,“ “preference classification,“ “nonimmigrant,“ “paroled,“ “asylum,“ “deportable,“ or “local unit of government.“ (c) History and projections. The information required by subsection (b) must be—(1) described for the previous three-year period; and (2) projected for the next five-year period using reasonable estimates supported by the best available evidence. (d) Recommendations. The President may also include appropriate recommendations for changing numerical limits or other policies under title II of the Immigration and Nationality Act (8 U.S.C. 1151 and following) that concern admitting and bringing those aliens into the United States.
