8 U.S.C. § 1712 — Authorization of appropriations for improvements in technology and infrastructure

(a)(1) In addition to other available money, Congress authorizes $150,000,000 for the Immigration and Naturalization Service to (A) improve technology, including infrastructure, computer security, and information-technology development, for border security; (B) expand, use, and improve border-security technology; and (C) improve the flow of commerce and people at ports of entry, including preenrollment and preclearance programs. (2) Federal border-security agencies may waive all or part of enrollment fees for technology programs to encourage United States citizens and aliens to participate. An agency that waives a fee may set fees for other services high enough to recover the waived amounts from other users. (3) To the extent reasonable, the Attorney General may increase land-border fees for arrival-departure documents to offset technology costs. (b) Congress authorizes whatever amounts are necessary for the Immigration and Naturalization Service and Department of State to improve and expand facilities used by their personnel.
