“K nonimmigrant visa” applies in that section
The term “K nonimmigrant visa” means a nonimmigrant visa under clause (i) or (ii) of section 1101(a)(15)(K) of this title . (6) Personal contact information (A) In general
“personal contact information” applies in that section
The term “personal contact information” means information, or a forum to obtain such information, that would permit individuals to contact each other, including— (i) the name or residential, postal, electronic mail, or instant message address of an individual; (ii) the telephone, pager, cellphone, or fax number, or voice message mailbox of an individual; or (iii) the provision of an opportunity for an in-person meeting. (B) Exception Such term does not include a photograph or general information about the background or interests of a person. (7) Representative
“representative” applies in that section
The term “representative” means, with respect to an international marriage broker, the person or entity acting on behalf of such broker. Such a representative may be a recruiter, agent, independent contractor, or other international marriage broker or other person conveying information about or to a United States client or foreign national client, whether or not the person or entity receives remuneration. (8) State
“State” applies in that section
The term “State” includes the District of Columbia, Puerto Rico, the Virgin Islands, Guam, American Samoa, and the Northern Mariana Islands. (9) United States The term “United States”, when used in a geographic sense, includes all the States. (10) United States client
“United States client” applies in that section
The term “United States client” means a United States citizen or other individual who resides in the United States and who utilizes the services of an international marriage broker, if a payment is made or a debt is incurred to utilize such services.
“abusing and exploiting” applies in that section
The term “abusing and exploiting” means any conduct which would constitute a violation of section 1466A, 1589, 1591, 1592, 2251, or 2251A of title 18.
“employment- or education-based nonimmigrant visa” applies in that section
The term “employment- or education-based nonimmigrant visa” means— (A) a nonimmigrant visa issued under subparagraph (A)(iii), (G)(v), (H), or (J) of section 1101(a)(15) of this title ; and (B) any nonimmigrant visa issued to a personal or domestic servant who is accompanying or following to join an employer. (2) Severe forms of trafficking in persons
“Secretary” applies in that section
The term “Secretary” means the Secretary of State. (4) Abusing and exploiting
“severe forms of trafficking in persons” applies in that section
The term “severe forms of trafficking in persons” has the meaning given the term in section 7102 of title 22 . (3) Secretary
“appropriate congressional committees” applies in that section
The term “appropriate congressional committees” means— (A) the Committee on Foreign Affairs and the Committee on the Judiciary of the House of Representatives; and (B) the Committee on Foreign Relations and the Committee on the Judiciary of the Senate.
“A–3 visa” applies in that section
The term “A–3 visa” means a nonimmigrant visa issued pursuant to section 1101(a)(15)(A)(iii) of this title . (2) G–5 visa
“G–5 visa” applies in that section
The term “G–5 visa” means a nonimmigrant visa issued pursuant to section 1101(a)(15)(G)(v) of this title . (3) Secretary
“Secretary” applies in that section
The term “Secretary” means the Secretary of State. (4) Appropriate congressional committees
“eligible court” applies in that section
the term “eligible court” means— (A) a district court of the United States in any State, or (B) any court of record in any State having a seal, a clerk, and jurisdiction in actions in law or equity, or law and equity, in which the amount in controversy is unlimited. (c) Judicial review A person whose application for naturalization under this subchapter is denied, after a hearing before an immigration officer under section 1447(a) of this title , may seek review of such denial before the United States district court for the district in which such person resides in accordance with chapter 7 of title 5.
“refugee” applies throughout its subchapter
the term “refugee” includes any alien described in section 1157(c)(2) of this title . (b) Program of initial resettlement (1) (A) For— (i) fiscal years 1980 and 1981, the Secretary of State is authorized, and (ii) fiscal year 1982 and succeeding fiscal years, the Director (except as provided in subparagraph (B)) is authorized, to make grants to, and contracts with, public or private nonprofit agencies for initial resettlement (including initial reception and placement with sponsors) of refugees in the United States.
“alien terrorist” applies throughout its subchapter
the term “alien terrorist” means any alien described in section 1227(a)(4)(B) of this title ;
“classified information” applies throughout its subchapter
the term “classified information” has the same meaning as in section 1(a) of the Classified Information Procedures Act (18 U.S.C. App.);
“national security” applies throughout its subchapter
the term “national security” has the same meaning as in section 1(b) of the Classified Information Procedures Act (18 U.S.C. App.);
“removal court” applies throughout its subchapter
the term “removal court” means the court described in section 1532 of this title ;
“removal hearing” applies throughout its subchapter
the term “removal hearing” means the hearing described in section 1534 of this title ;
“removal proceeding” applies throughout its subchapter
the term “removal proceeding” means a proceeding under this subchapter; and;
“special attorney” applies throughout its subchapter
the term “special attorney” means an attorney who is on the panel established under section 1532(e) of this title .
“backlog” applies throughout its subchapter
The term “backlog” means, with respect to an immigration benefit application, the period of time in excess of 180 days that such application has been pending before the Immigration and Naturalization Service. (2) Immigration benefit application
“immigration benefit application” applies throughout its subchapter
The term “immigration benefit application” means any application or petition to confer, certify, change, adjust, or extend any status granted under the Immigration and Nationality Act [ 8 U.S.C. 1101 et seq.].
“Federal public benefit” applies throughout its chapter
the term “Federal public benefit” means— (A) any grant, contract, loan, professional license, or commercial license provided by an agency of the United States or by appropriated funds of the United States; and (B) any retirement, welfare, health, disability, public or assisted housing, postsecondary education, food assistance, unemployment benefit, or any other similar benefit for which payments or assistance are provided to an individual, household, or family eligibility unit by an agency of the United States or by appropriated funds of the United States.
“designated Federal program” applies throughout its chapter
the term “designated Federal program” means any of the following: (A) Temporary assistance for needy families The program of block grants to States for temporary assistance for needy families under part A of title IV of the Social Security Act [ 42 U.S.C. 601 et seq.]. (B) Social services block grant The program of block grants to States for social services under title XX of the Social Security Act [ 42 U.S.C. 1397 et seq.]. (C) Medicaid A State plan approved under title XIX of the Social Security Act [ 42 U.S.C. 1396 et seq.], other than medical assistance described in section 1611(b)(1)(A) of this title .
“specified Federal program” applies throughout its chapter
the term “specified Federal program” means any of the following: (A) SSI The supplemental security income program under title XVI of the Social Security Act [ 42 U.S.C. 1381 et seq.], including supplementary payments pursuant to an agreement for Federal administration under section 1616(a) of the Social Security Act [ 42 U.S.C. 1382e(a) ] and payments pursuant to an agreement entered into under section 212(b) of Public Law 93–66 . (B) Food stamps The food stamp program as defined in section 3( l ) of the Food Stamp Act of 1977.
“State or local public benefit” applies throughout its subchapter
the term “State or local public benefit” means— (A) any grant, contract, loan, professional license, or commercial license provided by an agency of a State or local government or by appropriated funds of a State or local government; and (B) any retirement, welfare, health, disability, public or assisted housing, postsecondary education, food assistance, unemployment benefit, or any other similar benefit for which payments or assistance are provided to an individual, household, or family eligibility unit by an agency of a State or local government or by appropriated funds of a State or local government.
“qualified alien” applies throughout its chapter
the term “qualified alien” means an alien who, at the time the alien applies for, receives, or attempts to receive a Federal public benefit, is— (1) an alien who is lawfully admitted for permanent residence under the Immigration and Nationality Act [ 8 U.S.C. 1101 et seq.], (2) an alien who is granted asylum under section 208 of such Act [ 8 U.S.C. 1158 ], (3) a refugee who is admitted to the United States under section 207 of such Act [ 8 U.S.C. 1157 ], (4) an alien who is paroled into the United States under section 212(d)(5) of such Act [ 8 U.S.C. 1182(d)(5) ] for a period of at least 1 year, (5) an alien whose deportation is being withheld under section 243(h) of such Act [ 8 U.S.C.

The term “alien” has the meaning given the term in section 1101(a)(3) of this title . (2) Appropriate committees of Congress
“appropriate committees of Congress” applies throughout its chapter
The term “appropriate committees of Congress” means the following: (A) The Committee on the Judiciary, the Select Committee on Intelligence, and the Committee on Foreign Relations of the Senate. (B) The Committee on the Judiciary, the Permanent Select Committee on Intelligence, and the Committee on International Relations of the House of Representatives. (3) Chimera system
“Chimera system” applies throughout its chapter
The term “Chimera system” means the interoperable electronic data system required to be developed and implemented by section 1722(a)(2) of this title . (4) Federal law enforcement agencies
“Federal law enforcement agencies” applies throughout its chapter
The term “Federal law enforcement agencies” means the following: (A) The United States Secret Service. (B) The Drug Enforcement Administration. (C) The Federal Bureau of Investigation. (D) The Immigration and Naturalization Service. (E) The United States Marshall Service. (F) The Naval Criminal Investigative Service. (G) The Coast Guard. (H) The Diplomatic Security Service. (I) The United States Postal Inspection Service. (J) The Bureau of Alcohol, Tobacco, Firearms, and Explosives, Department of Justice. (K) The United States Customs Service. (L) The National Park Service. (5) Intelligence community
“intelligence community” applies throughout its chapter
The term “intelligence community” has the meaning given that term in section 3003(4) of title 50 . (6) President
“President” applies throughout its chapter
The term “President” means the President of the United States, acting through the Assistant to the President for Homeland Security, in coordination with the Secretary of State, the Commissioner of Immigration and Naturalization, the Attorney General, the Director of Central Intelligence, the Director of the Federal Bureau of Investigation, the Secretary of Transportation, the Commissioner of U.S. Customs and Border Protection, and the Secretary of the Treasury. (7) USA PATRIOT Act
“USA PATRIOT Act” applies throughout its chapter
The term “USA PATRIOT Act” means the Uniting and Strengthening America by Providing Appropriate Tools Required to Intercept and Obstruct Terrorism (USA PATRIOT ACT) Act of 2001 ( Public Law 107–56 ).
“state sponsor of international terrorism” applies in that section
the term “state sponsor of international terrorism” means any country the government of which has been determined by the Secretary of State under any of the laws specified in paragraph (2) to have repeatedly provided support for acts of international terrorism. (2) Laws under which determinations were made The laws specified in this paragraph are the following: (A) Section 4605(j)(1)(A) of title 50 (or successor statute). 1 (B) Section 2780(d) of title 22 . (C) Section 2371(a) of title 22 .
“nonimmigrant alien” applies in that section
the term “nonimmigrant alien” means an alien described in section 1101(a)(15) of this title . (b) Report Not later than 1 year after May 14, 2002 , the Comptroller General shall submit to Congress a report on the results of the study under subsection (a). The report shall include the Comptroller General’s findings, together with any recommendations that the Comptroller General considers appropriate.
