10 U.S.C. § 239 — National security space programs: major force program and budget assessment

(a) Establishment of Major Force Program: The Secretary of Defense must set up one unified major force program for national security space programs, under section 222(b) of this title, to prioritize them according to Department of Defense and national-security needs. (b) Budget Assessment: Within 30 days after the President submits to Congress the budget for each of fiscal years 2017 through 2021, the Secretary must submit to the congressional defense committees a report on the budget for national security space programs - or the Secretary can just include this report inside the regular defense budget materials, if those are submitted by that date. Each report must include: an overview of the budget, comparing it to the previous budget, to past future-years defense programs, and to what was actually appropriated the previous fiscal year, plus identifying the specific budget line item for this funding; an assessment of the budget covering significant changes, priorities, challenges, and risks; and any other matters the Secretary decides are appropriate. Each report must be submitted in unclassified form, though it may include a classified annex. (c) Definitions: "Budget," for a fiscal year, means the budget the President submits to Congress for that year under section 1105(a) of title 31. "Defense budget materials," for a fiscal year, means the materials the Secretary of Defense submits to Congress in support of that year's budget.
