In this chapter, a reference to the President also includes a person or agency the President designates to exercise the President’s powers and functions under this chapter.
Whenever this chapter refers to the President, the reference includes the President and any agency, officer, or employee the President designates to carry out powers and functions given to the President under this chapter.
Wherever reference is made in this chapter to the President such reference shall be held to include, in addition to the President, any agency, officer, or employee who may be designated by the President for the execution of any of the powers and functions vested in the President under this chapter.
