in plain englishAI-generated · not legal advice

The Under Secretary must run a program to improve tornado forecasts and warnings. The goal is fewer deaths and less economic loss, including warnings more than an hour ahead. The program studies new observation tools, follows a detailed plan, and reports its budget to Congress yearly.

(a) In general: The Under Secretary, working with the U.S. weather industry and academic partners, must set up a tornado warning improvement and extension program. (b) Goal: The program's goal is to cut deaths and economic losses from tornadoes by making tornado forecasts, predictions, and warnings more accurate, effective, and timely — including working toward predicting tornadoes more than an hour in advance. (c) Innovative observations: The Under Secretary must make sure the program regularly checks whether new observation tools — like acoustic or infrasonic sensors, phased-array radar, and mesonet data — would improve tornado forecasts, predictions, and warnings. (d) Program plan: Within 180 days of April 18, 2017, the Assistant Administrator for Oceanic and Atmospheric Research, working with the Director of the National Weather Service, must write a program plan. It must spell out the specific research, development, and technology-transfer work needed to reach the program's goal, along with the resources and timeline for each. (e) Annual budget for plan submittal: After the plan is finished, the Under Secretary — acting through the Assistant Administrator and coordinating with the Director of the National Weather Service — must submit a proposed budget matching the plan's activities to Congress at least once a year.
