This section addresses Special provision. It sets out the duties, permissions, limits, reports, definitions, and other rules stated in the section.
On the date the Secretary approves the program under section 3333 of this title, the State must be treated as having spent the portion of $32,000,000 that the State considers appropriate for implementing the program.
On the date the Secretary approves the program under section 3333 of this title, the State shall be treated as having expended such portion of $32,000,000 as the State deems appropriate for purposes of implementing the program.
