16 U.S.C. § 6571 — Establishment of healthy forests reserve program

The Secretary of Agriculture must establish the healthy forests reserve program to restore and improve forest ecosystems. The program must promote recovery of threatened and endangered species, biodiversity, habitat conservation, and carbon sequestration, in coordination with the Interior and Commerce Secretaries.
(a) Establishment. The Secretary of Agriculture must establish the healthy forests reserve program to restore and improve forest ecosystems in order to (1) promote recovery of threatened and endangered species; (2) improve biodiversity; (3) conserve forest land that provides habitat for species described in section 6572(b) of this title; and (4) improve carbon sequestration. (b) Coordination. The Secretary of Agriculture must carry out the program in coordination with the Secretary of the Interior and the Secretary of Commerce.
The Secretary of Agriculture shall establish the healthy forests reserve program for the purpose of restoring and enhancing forest ecosystems—
to promote the recovery of threatened and endangered species;
to improve biodiversity;
to conserve forest land that provides habitat for species described in section 6572(b) of this title; and
to enhance carbon sequestration.
The Secretary of Agriculture shall carry out the healthy forests reserve program in coordination with the Secretary of the Interior and the Secretary of Commerce.
