The Secretary must create a program to encourage specified groups and other people to develop small hydroelectric projects at existing dams that do not generate electricity.
(a) The Secretary must establish a program under this chapter. The program must encourage municipalities, electric cooperatives, industrial development agencies, nonprofit organizations, and other people to develop small hydroelectric power projects connected to existing dams that are not being used to generate electricity.
The Secretary shall establish a program in accordance with this chapter to encourage municipalities, electric cooperatives, industrial development agencies, nonprofit organizations, and other persons to undertake the development of small hydroelectric power projects in connection with existing dams which are not being used to generate electric power.
