A fine imposed on a vessel’s master under section 2278 becomes a lien on the vessel. The vessel may be sued against for the fine in an appropriate federal district court.
A fine imposed on the master of a steamship or other vessel under section 2278 becomes a lien on that vessel. The vessel may be the subject of a court forfeiture case for the fine in the federal district where it arrives or from which it leaves.
The amount of any fine imposed upon the master of a steamship or other vessel under the provisions of section 2278 of this title shall be a lien upon such vessel, and such vessel may be libeled therefor in the district court of the United States* for any district in which such vessel shall arrive or from which it shall depart.
