A person may not bring or possess certain controlled substances on a vessel, aircraft, or carrier vehicle arriving in or leaving the United States. The substance is allowed only if it is listed cargo or official transportation supplies.
A person may not bring or possess on a vessel, aircraft, or carrier’s vehicle arriving in or departing from the United States or its customs territory a schedule I or II controlled substance or a schedule III or IV narcotic drug. The exception is when it is cargo entered on the manifest or part of the vessel’s, aircraft’s, or vehicle’s official supplies.
It shall be unlawful for any person to bring or possess on board any vessel or aircraft, or on board any vehicle of a carrier, arriving in or departing from the United States or the customs territory of the United States*, a controlled substance in schedule I or II or a narcotic drug in schedule III or IV, unless such substance or drug is a part of the cargo entered in the manifest or part of the official supplies of the vessel, aircraft, or vehicle.
