This law sets the powers of the National Academy of Sciences. It may organize itself, elect members, and fill vacancies, reporting these actions to Congress. It may also receive, hold, manage, and use property to carry out its purposes, though Congress may limit its real estate.

(a) General. The corporation may organize itself, including adopting a constitution, bylaws, and regulations. It may set up the election of domestic and foreign members, divide members into classes, and handle other matters an institution like this usually needs. It may fill vacancies. It must report these actions to Congress. (b) Property. The corporation may receive property as a gift, through a will, as a bequest, or in other ways. It may hold that property outright or in trust. It may manage and invest the property, following the corporation's own constitution. It may use the property and any income it produces to carry out the corporation's purposes, but it must follow any instructions the donor gave. Congress may, at any time, limit how much real estate the corporation may acquire and how long it may hold that real estate.
