submitted 33 years ago by Pub. L. 103-62 to r/title-39-POSTAL-SERVICE · 304 words · no verdicts yet
The Postal Service must report each fiscal year on program performance as part of its annual comprehensive statement. The report compares actual results with goals, gives multiple years of results, explains missed goals, and includes completed evaluation findings.
(a) The Postal Service must prepare a program-performance report for each fiscal year and include it in the annual comprehensive statement under section 2401(e). (b)(1) The report must list the performance indicators in the Postal Service plan and actual performance compared with that year’s goals. (2) If goals use minimally effective and successful descriptive categories, the report must describe results against those categories, including whether neither category was met. (c) The fiscal-year 2000 report must include the prior fiscal year’s results; the 2001 report must include the two prior years; and the 2002 and later reports must include the three prior years. (d) Each report must (1) review success in achieving that year’s goals; (2) evaluate the current-year plan against performance toward the reported year’s goals; (3) when a goal was not met, including failure to meet the successful-program criteria under section 2803(b)(2), explain (A) why, (B) plans and schedules for achieving it, and (C) if impractical or infeasible, why and what action is recommended; and (4) include summary findings of program evaluations completed during the reported year.
The Postal Service shall prepare a report on program performance for each fiscal year, which shall be included in the annual comprehensive statement presented under section 2401(e) of this title.
The program performance report shall set forth the performance indicators established in the Postal Service performance plan, along with the actual program performance achieved compared with the performance goals expressed in the plan for that fiscal year.
If performance goals are specified by descriptive statements of a minimally effective program activity and a successful program activity, the results of such program shall be described in relationship to those categories, including whether the performance failed to meet the criteria of either category.
The report for fiscal year 2000 shall include actual results for the preceding fiscal year, the report for fiscal year 2001 shall include actual results for the two preceding fiscal years, and the report for fiscal year 2002 and all subsequent reports shall include actual results for the three preceding fiscal years.
Each report shall—
review the success of achieving the performance goals of the fiscal year;
evaluate the performance plan for the current fiscal year relative to the performance achieved towards the performance goals in the fiscal year covered by the report;
explain and describe, where a performance goal has not been met (including when a program activity’s performance is determined not to have met the criteria of a successful program activity under section 2803(b)(2))—
why the goal was not met;
those plans and schedules for achieving the established performance goal; and
if the performance goal is impractical or infeasible, why that is the case and what action is recommended; and
include the summary findings of those program evaluations completed during the fiscal year covered by the report.
