The Commission had one year after July 26, 1990 to issue regulations carrying out this subchapter. The regulations had to be in an accessible format. They had to follow the standard federal rulemaking process in title 5.
The Commission* had to issue regulations to carry out this subchapter. It had until 1 year after July 26, 1990 to do this. The regulations had to be in an accessible format. And issuing them had to follow the rulemaking process set out in subchapter II of chapter 5 of title 5.
Not later than 1 year after July 26, 1990, the Commission* shall issue regulations in an accessible format to carry out this subchapter in accordance with subchapter II of chapter 5 of title 5.
