The Secretary can set aside up to $300,000 a year for training and technical help. This money can fund grants or contracts for states, agencies, and nonprofits, or pay for onsite compliance checks. Nonprofits may apply jointly with a business and still qualify.

(a) Each year, the Secretary can reserve up to $300,000 from the money appropriated under section 8621(b). This money can be used in two ways. First, it can fund grants to state and public agencies and private nonprofit groups, or fund contracts, cooperative arrangements, or agreements with states, public agencies (including other federal agencies), and nonprofits — all to provide training and technical help related to this program, including gathering and sharing information about programs and dealing with ongoing regional or national issues that would make the program run better. Second, it can pay for the Secretary to conduct onsite reviews checking whether programs are following the rules. (b) This section doesn't stop the Secretary from giving a grant to one or more nonprofit organizations even if they apply together with a for-profit business.
