42 U.S.C. § 8629 — Studies and reports
submitted 45 years ago by Pub. L. 97-35 to r/title-42-THE-PUBLIC-HEALTH-AND-WELFARE · 226 words · no verdicts yet
The Secretary must collect data about home energy use and who gets assistance. Every year, this data goes into a report to Congress. The report also covers how well states are following certain rules and how the program affects households.
(a) After talking with the Secretary* of Energy, the Secretary must gather data about the program. This includes how much home energy* people use; how much fuel eligible households use, what it costs, and what type it is; what fuel types different income groups use; how many households got help and at what income levels; how many assisted households include someone 60 or older, someone with a disability, or young children; and any other information the Secretary decides is needed to run the program properly. The Secretary doesn't have to collect data that another federal agency has already gathered and made available.
(b) By June 30 of each year, the Secretary must send Congress two things: a detailed compilation of all the data described in (a) for the prior fiscal year, and a report describing, for that same year, how well states carried out certain specific promises from section 8624(b) — the ones about targeting help to the neediest households, prioritizing based on income and cost, treating owners and renters fairly, and expanding outreach and intake — plus how each state's program actually affected the households that received or were eligible for help.
The Secretary*, after consultation with the Secretary of Energy, shall provide for the collection of data, including—
information concerning home energy* consumption;
the amount, cost and type of fuels used for households eligible for assistance under this subchapter;
the type of fuel used by various income groups;
the number and income levels of households assisted by this subchapter;
the number of households which received such assistance and include one or more individuals who are 60 years or older or disabled or include young children; and
any other information which the Secretary determines to be reasonably necessary to carry out the provisions of this subchapter.
Nothing in this subsection may be construed to require the Secretary to collect data which has been collected and made available to the Secretary by any other agency of the Federal Government.
The Secretary shall, no later than June 30 of each fiscal year, submit a report to the Congress containing a detailed compilation of the data under subsection (a) with respect to the prior fiscal year, and a report that describes for the prior fiscal year—
the manner in which States carry out the requirements of clauses (2), (5), (8), and (15) of section 8624(b) of this title; and
the impact of each State’s program on recipient and eligible households.
