49 U.S.C. § 308 — Reports

(a) As soon as practical after each fiscal year ends, the Secretary of Transportation must report to the President, for sending on to Congress, on the Department of Transportation's activities during the prior fiscal year. (b) Every year, the Secretary must send Congress a report on the condition of U.S. public ports, covering: (1) the ports' economic and technological development; (2) how much the ports help the nation's welfare and security; and (3) what's holding back further port development. (c) (1) In March 1998, and every even-numbered March after that, the Secretary must send Congress a report estimating the current performance and condition of public mass transit systems, with recommendations for changes to laws or rules. (2) That report must fully assess public transportation facilities across the United States. It must also look at future needs and estimate future capital and operating-and-maintenance costs for the next 1, 5, and 10 years, at set service levels.
