5 U.S.C. § 315 — Advisory Committee on Data for Evidence Building

(a) Establishment. The Director, or the head of an agency the Director picks, must create an Advisory Committee on Data for Evidence Building. Its job is to study federal data use and recommend ways to promote using federal data to build evidence. (b) Membership. The Chief Statistician of the United States chairs the committee. The Director appoints the rest: (1) one agency Chief Information Officer; (2) one agency Chief Privacy Officer; (3) one agency Chief Performance Officer; (4) three agency Chief Data Officers; (5) three agency Evaluation Officers; (6) three members of the Interagency Council for Statistical Policy; and (7) at least 10 members who represent state and local governments or outside groups with expertise in government data policy, privacy, technology, transparency, or evaluation and research methods. Among those 10-plus members, at least one must know transparency policy (A), at least one must know privacy policy (B), at least one must know statistical data use (C), at least one must know information management (D), at least one must know information technology (E), and at least one must come from the research and evaluation community (F). (c) Term of service. (1) Each member serves a 2-year term. (2) If someone is appointed to fill a vacancy that opened before a term ended, they only serve out the rest of that term. Vacancies are filled the same way the original appointment was made. (d) Compensation. Members do not get paid for serving. (e) Duties. The Committee must (1) help the Director carry out duties under part D of subchapter III of chapter 35 of title 44; (2) study and recommend ways to make data sharing easier, enable linking data together, and develop techniques that protect privacy; and (3) review how well agencies coordinate sharing or making data available for evidence building. (f) Reports. The Committee must give the Director an annual report on its activities and findings, and make that report public. (g) Termination. The Committee must shut down no later than two years after its first meeting.
